State and local governments are being asked to do more with less. Spending growth slowed to just 2.5 percent in FY2024 after two years of record increases and an influx of federal funds. It leaves leaders with tough choices about where to invest. At the same time, agencies face growing demands for modernized services, rising cybersecurity threats, and a need to upskill or re-skill their employees, all of which puts a strain on the public purse. Officials must balance short-term fiscal pressures with long-term priorities, meaning the question is no longer whether to invest in technology, but how to do it in a way that balances immediate needs with lasting impact.
The next Route Fifty Innovation Spotlight will explore how state and local leaders are strategically budgeting for technology in this fiscal environment. Speakers will share how they are aligning IT investments with financial planning, overcoming budget constraints, and maximizing federal and state funding. They’ll also share practical insights for building sustainable, future-focused technology roadmaps that support communities today and ensure continued modernization of government services.

Stephen N. Miller is the 7th Chief Technology Officer at the Office of the Chief Technology Officer (OCTO). Director Miller has more than two decades of technology organization experience, including 17 years in District Government supporting and leading application development and operations within OCTO. Director Miller recently served as Deputy CTO for OCTO’s Digital Services Department, where he led the teams responsible for how the District Government plans, designs, develops and continuously improves upon technical solutions for the residents, businesses, visitors, and staff of the District Government. Director Miller’s teams oversee the implementation, operation and enhancement of enterprise platforms supporting District-wide collaboration, data management, process improvement, solution design, quality assurance, technical implementation, and organizational change management.

Vanetta Pledger serves as the Chief Information Officer and Director of Information Technology Services for the City of Alexandria Government in Virginia. Vanetta has over 20 years of executive technology leadership that she uses to drive digital transformation and create value. She leads a team of esteemed technology professionals who produce ingenious solutions that enable the City’s mission to cultivate a thriving Alexandria. Vanetta’s passion to utilize technology to achieve positive outcomes for the community resulted in being acknowledged as 2021 CyberScoop 50 winner as well as advancing to 2nd Place in the 2021 Digital Cities Survey. She currently serves on the CompTIA Board of Public Technology Institute’s City/County CIO Leadership Council and is a member of the Metropolitan Information Exchange National CIO leadership group.
Vanetta holds a bachelor’s degree in Decision Sciences and Management Information Systems and a bachelor’s degree in Business Management, both from George Mason University. She also holds a master’s degree in Information Technology Systems from The George Washington University.
