Amid rising concerns over data privacy and in the absence of comprehensive federal action, states and localities are leading multifaceted efforts to establish privacy plans of their own. Privacy initiatives focus on how the public’s data is collected, used and stored, and in an increasingly digital world, government leaders are prioritizing the protection of their residents’ personal information.

While several states have implemented robust privacy programs, the patchwork of state laws is a growing concern and could cause compliance headaches. How can agencies work to address those compliance and financial risks while keeping their residents safe? And as more state and local governments harness emerging technologies like artificial intelligence, how are they protecting data when using it to train AI systems?

As the City of Seattle’s Chief Privacy Officer, Ginger is Seattle Information Technology’s Director of the Data Privacy, Accountability, and Compliance division, with responsibility for five citywide programs including the Privacy & Surveillance Compliance Program, the Citywide Public Records Act Program, the Open Data Program, the Compliance & Policy Program, and Responsible Artificial Intelligence Program. Prior to this role, she worked for Microsoft on an international team of privacy specialists to resolve issues associated with multi-million-dollar marketing initiatives. She spent the first 20 years of her career working in sales and marketing for Fortune 500 companies such as IBM, Hewlett-Packard and Johnson & Johnson, and several medical technology startup companies.

Ginger completed her undergraduate degree in Political Science from Barnard College, Columbia University. As a recipient of the National Science Foundation’s Scholarship for Service Program (CyberCorps), she earned her master’s degree in Infrastructure Planning and Management from the University of Washington, focusing on critical infrastructure cyber resiliency.

Christopher Bramwell is appointed by Governor Cox as Utah's Chief Privacy Officer and serves as the Director of the Office of Data Privacy, where he leads efforts to modernize privacy practices for governmental entities statewide. He worked closely with the legislature to create Utah's Government Data Privacy Act, a comprehensive data privacy law for all public entities in Utah. Christopher also created Utah's Strategic Privacy Program Plan, designed to assist public entities in initiating and maturing their privacy programs. He has a strong focus on modernizing government systems and processes in a manner that allows privacy to scale efficiently with fewer resources through digital verifiable credentials and non-judicial processes that empower individuals to access and assert their privacy rights effectively. Christopher completed his MBA at Idaho State University as part of the National Science Foundation CyberCorps program in the National Information Assurance Training and Education Center and holds a degree in political science from Brigham Young University.

Patrick Wright is the State of Nebraska's Chief Information Security and Privacy Officer responsible for overseeing data security and privacy for the state government. His position includes strategic cybersecurity vision, statewide cybersecurity initiatives, cybersecurity and privacy operations, incident response, compliance under federal requirements, Federal and State law, and industry standards. Patrick is an information security professional who has worked in both the public and private sectors and holds multiple industry certifications, with a bachelor's degree in information technology and a master's degree in public policy and administration. He has also attended the Harvard Kennedy School of Government Cybersecurity: Intersection of Policy and Technology workshop. He has many years of experience at operational and strategic information security levels.

Patrick is a member of the MS-ISAC Executive Committee under the Center for Internet Security.
He develops and guides the State of Nebraska security policy and initiatives by chairing the
Security Architecture Workgroup under the Nebraska Information Technology Commission and
the Cybersecurity Grant Committee for the State and Local Cybersecurity Grant Program. Beyond state government, Patrick also chairs the Cybersecurity Workgroup for Network Nebraska, providing cybersecurity counsel to the K-12 and higher education communities within the State of Nebraska.

Chris Teale is a technology reporter for Route Fifty, part of the Government Executive Media Group. He reports on state and local governments' use of technology, including artificial intelligence, cybersecurity, internet connectivity, social media and modernization. Teale was previously a technology reporter for Morning Consult, covered smart cities for Industry Dive and had spells in local news in Northern Virginia. He is a graduate of the University of East Anglia in the United Kingdom and has lived in the Washington, D.C., area for more than a decade.
