We dove into how municipalities are tackling issues like sustainability, resilience, and accessibility, and shareing valuable insights into policy frameworks and funding models that drive successful transportation projects. Sam Baker
Director of Transportation Planning
Henry County, GA
Sam Baker is the Director of Transportation Planning with the Henry County Government. In this role, he manages the County’s transportation planning program and helps implement transportation projects from concept to construction in coordination with other Henry County
departments and various partners in the federal government, state government, and the Atlanta Regional Commission. He has been with Henry County since 2019.
Sam has nearly two decades of transportation planning experience. Prior to joining Henry County, he had been the Transportation Planning Manager with the Gainesville-Hall
Metropolitan Planning Organization in Hall County, Georgia. Sam also worked as a planner for the Georgia Department of Transportation, Georgia Department of Community Affairs, and Missoula County in Montana.
Sam holds a bachelor’s degree in architecture and a master’s degree in city and regional planning from The Ohio State University. In addition, he holds an MBA from Kennesaw State University. Sam is a member of the American Institute of Certified Planners (AICP).
John J. Bauters
Council Member and Former Mayor
City of Emeryville, CA
John Bauters is the former Mayor of and a current Councilmember from the City of Emeryville, California. In addition to serving on the Emeryville City Council since 2016, he serves as Chair of the Alameda County Transportation Commission and is the past Chair of the Bay Area Air Quality Management District. He has been an outspoken and progressive voice on sustainable land use, affordable housing development, environmental justice, urban conservationism, and active transportation policies that support equitable, people-oriented communities. In these roles, he championed Emeryville’s $50 million affordable housing bond, which is being used to
add hundreds of affordable, infill homes for low-income families, seniors, transition-aged
youth, and people experiencing homelessness; he was the leading voice for adoption of Rule 6-5, which created one of the most stringent refinery emissions standards in the world; and is regarded as a regional and statewide leader on the role active transportation and other car-free infrastructure play in making cities more livable. In 2022 he was awarded the SF Bay Sierra Club’s inaugural visionary award for his work to address climate change and in 2023 was named one of the fifty most influential Americans on cycling in the United States.
In his full-time job, John has over 20 years of experience as a nonprofit professional, working as a disaster relief director, legal aid attorney for people experiencing homelessness, and currently works as a victim’s advocate, and legislative policy director focused on trauma services for crime survivors. He earned his Bachelor of Arts in International Studies and Psychology from the University of Notre Dame and his law degree from Boston College Law School.

As Chief Mobility Officer for the state of Michigan, Justine leads the state’s Office of Future Mobility and Electrification in working across state government, academia and private industry to enhance Michigan’s mobility ecosystem, including developing dynamic mobility and electrification policies and supporting the startup and scale up of emerging mobility technologies and businesses. Justine plays a critical role in driving a first-of-its-kind partnership between the Michigan Economic Development Corporation, Department of Labor and Opportunity, Department of Transportation, Department of Environment, Great Lakes and Energy, and the Governor's Office.
Justine Johnson is an accomplished economic development and mobility executive with more than 10 years of experience in external affairs, strategy and government and community relations. Prior to joining Team Michigan as Chief Mobility Officer, Justine was appointed to the Los Angeles County Aviation Commission to advise the Los Angeles County Board of Supervisors on the operations and development of the County’s five airports. In addition to this role, she served as the Director of Member Engagement at the California Mobility Center (CMC) which is a non-profit that promotes commercial interactions with new mobility companies and industry-leading entities to deploy new products, programs, and services in clean mobility in the State of California, and beyond.
Previously, Justine served as the Head of Mobility Engagement for the SoCal/Southwest Region at Ford Motor Company. This promotion was a result of her successful tenure as Ford’s Mobility Strategist. During her time in New York City, she served as Vice President of Government & Community Relations for the New York City Economic Development Corporation, managing government and community relations for Mayor de Blasio’s innovative commuter ferry system. However, her impact on transportation initiatives within NYC was initially established during her time with the New York City Taxi & Limousine Commission where she worked on the “Boro Taxi” project, also known as the Green Taxi program, which created a new for-hire vehicle and driver classification.
While she spent many years in NYC, Justine is a native of Los Angeles, CA, and believes in giving back to her community through her service. She was the Board Co-Chair of BlackSpace Urbanist Collective, an organization that challenges urban designers, planners, artists, and architects to build spaces that honor the culture and cultivate the talent of Black people. She also served as Board Chair of Urban Movement Labs, an organization that focuses on bringing new mobility innovation to Los Angeles by working at the intersection of government, technology innovation, and community. Most notably, she served as an adjunct instructor at USC Sol Price School of Public Policy.
Justine holds two Master of Arts degrees from the University of Southern California in Urban Planning and Public Administration. She also holds a Bachelor of Arts degree from Hampton University in Political Science and Government.

Kristin Shaw, LEED AP, is a Detroit-based urban planning and communications professional, renowned for her work in transportation, technology, and climate resiliency. With a focus on underserved communities, she champions equitable and sustainable solutions that positively impact people's lives. Kristin's expertise spans project management, community engagement, marketing, and public speaking, bolstered by her background in civil engineering, transportation, and hospitality industries. As a trusted thought leader, she has spoken at national events, lectured at Wayne State University, and authored "Women Driven Mobility: Rethinking the Way the World Moves."
An environmental advocate, Kristin co-chairs the recycling and waste reduction subcommittee for Detroit Green Task Force, contributing to sustainable city development. Her passion for community service extends to roles with Detroit USGBC, Detroit Youth Improvement Council, and other nonprofits. Recognized with accolades such as Crain's 20 in Their 20s and Detroit Young Professional’s Vanguard Award, Kristin holds a Master of Urban Planning and Bachelor of Arts in Public Relations from Wayne State University. Beyond her professional pursuits, she enjoys freelance design, photography, beekeeping, and promoting community-led development through her avid travels and visual storytelling.
