Cyber threats are growing, especially against state and local governments, as bad actors across the world try to exploit systems that have weak cybersecurity and so are vulnerable to attack.

But some states are fighting back against these threats by employing a whole-of-state cybersecurity strategy.

Relying heavily on information sharing across the different levels of government, offering shared services and partnering with private industry, a whole-of-state approach recognizes that an attack against one part of government is an attack against every part.

Implementation takes time and requires a lot of trust building among the various levels of government, but the benefits can be enormous as agencies learn to work together to deal with threats and upgrade their cybersecurity posture. More states are likely to follow their lead as governors, lawmakers and agency heads examine a future where cyber threats will only increase both in number and intensity.

Ginger LePage is the Director of Technology for the City of Dunwoody in Georgia.  At 16 years old, her first job was changing tapes at a data center which sparked her interest in technology.  She has been working in the Public Sector since 2002, serving in numerous capacities such as: Technology Director, IT Manager, dispatcher, communications training officer, CISM team lead/coordinator, supervisor, instructor, policy writer, technical software trainer, systems analyst, vendor manager, process improvement analyst, reporting manager, GIS coordinator, IT project manager, and systems administrator. Since she started with the City in 2020, her primary focus has been cybersecurity and accessibility for users and citizens. 

In 2023, she received the Georgia Government Management Information Sciences (GMIS) “Spirit of GMIS” Award, the GMIS International “Rising Star” Award, participated as a 2023 Cybersecurity Awareness Month Champion, and earned her Certified Government Chief Information Officer certification from University of Georgia’s Carl Vinson Institute. Additionally in 2023, the City placed 9th across the nation for populations under 75,000 in the Top 10 Digital City Survey (and it was their 1st year participating).  In 2025, Ginger became a Maxwell Leadership Certified Team Member and a Certified Behavior Analysis Trainer.

Ginger is a mother to 3 daughters ages 21, 19, and 9. She lives in Marietta, GA. She is also the Chairman of the Board for Numinous Flux Dance Company and sits on numerous committees for the local and International chapters of GMIS.
