Greg Chavarria

Greg Chavarria was appointed as City Manager by the City Commission in July 2022. He manages a full-service City with a support staff of more than 2800 FTEs and an annual budget of $985m. He is the first Latino confirmed to serve as City Manager for Fort Lauderdale.
He previously served as Assistant City Manager for Fort Lauderdale from 2020 until his appointment as City Manager. His 23-year career experience as a public servant includes serving in key roles for municipal government to support Capital Improvement Projects, Infrastructure Programs, Public Safety initiatives, process management upgrades and process improvement through innovation technology.
Chavarria started his career in the City of Miami in 1999 as a Civil Engineer. He worked on various storm sewer, roadway improvement, and sustainability projects. He then extended his role as a Systems Analyst within the Information Technology department and successfully led the first ever electronic patient care report system for Miami Fire Rescue. Thereafter, between 2008 and 2011, he served as Section Commander for the Miami Police Department where he was instrumental in the technology design for the new Police Academy and led the implementation of new computer aided dispatch (CAD) system that supported the 1100 sworn police workforce. Additionally, Chavarria developed innovative community policing initiatives through online and digital media platforms.
In 2011, Chavarria fulfilled the role of Chief Information Officer (CIO) at the Eleventh Judicial Circuit of Florida where he supported digital transformation for the second largest court system in the US and largest court system in the State. In 2013, Chavarria transitioned to serve as the CIO for the City of Doral. During his tenure at Doral, he introduced various digital citizen engagement strategies that supported economic businesses development and optimized the citizen online experience. His leadership supported ground-breaking processes that allowed the residents to access public records and interact with the building department through online solutions.
In 2015, Greg Chavarria pursued the opportunity to serve as CIO for the City of Hallandale Beach. In this role, he supported the implementation of the first-ever cloud based ERP system for the City that aimed to improve accountability, transparency and stream-line processes. He was promoted to serve as Assistant City Manager in 2017 and then City Manager in 2019. Notable projects included smart city strategies, license plate readers systems, the development of mobile apps to increase public engagement, city-wide smart metering for water utilities, three municipal bond parks and a new fire station. During his tenure in Hallandale Beach, Chavarria accomplished various fiscal improvements, including the resolution of union contracts with improved benefits, increasing operational reserves from 7% to 23%, and the earning various federal fund grants for municipal projects. Mr. Chavarria earned two bachelor’s degrees at the University of Miami in Civil and Environmental Engineering. He received his master’s degree from Florida International University in Management Information Systems (MIS).
Additionally, he is a founding member of the Florida Local Government Hispanic Network, serves as Tri County Representative for the National Forum for Black Public Administrators and is an active member of the Broward County City Managers’ Association and the International City/County Management Association. Chavarria has published and presented best practices at national and local conferences. He is a constant advocate for innovation and transformational leadership and looks forward to further support strategies for enhancing the quality of life of communities and business growth.

Dr. Yvette G. Taylor joined the Department of Transportation, Federal Transit Administration on October 30, 2005 as the Regional Administrator in Region 4. She has served in prior senior positions at the Environmental Protection Agency (EPA), Office of Management and Budget (OMB), and the National Aeronautics and Space Administration (NASA).
As Regional Administrator, she is currently responsible for administering federal funding to support a variety of locally planned, constructed, and operated public transportation systems throughout the Southeastern Region. Region IV encompasses Alabama, Mississippi, Georgia, Tennessee, Kentucky, North Carolina, South Carolina, Florida, Commonwealth of Puerto Rico, and the U.S. Virgin Islands. In FY 2022, Region IV awarded over $2.4 billion dollars in transit projects.
Dr. Taylor holds a Bachelor of Science in Business Administration, M.B.A., and a Ph.D. in Management. She and her husband, Marcus, are the proud parents of 2 children – Kennedy and Kerrington Taylor

At the University of Miami, Dr. Yelena Yesha is the Knight Foundation Endowed Chair of Data Science and AI at the Institute for Data Science and Computing (IDSC). At IDSC, Dr. Yesha is also the Innovation Officer and Head of International Relations. In this role, Dr. Yesha assists faculty in engaging government and industrial partners to collaborate with the University and consults with faculty on developing research ideas into innovations.
Dr. Yesha was the Founding Director of the National Science Foundation Center for Accelerated Real Time Analytics (CARTA), an NSF-funded Industry/University Cooperative Research Center (I/UCRC) that aims to develop long-term partnerships among industry, academia, and government. CARTA partners with Rutgers University New Brunswick, North Carolina State University, the University of Maryland Baltimore County (UMBC), Tel Aviv University, and the University of Miami.
Dr. Yesha received her B.Sc. degrees in Computer Science and in Applied Mathematics from York University, Toronto, Canada, and her M.Sc. degree and Ph.D. degree in Computer Science from The Ohio State University She has published 11 books as author or editor, and more than 220 papers in prestigious refereed journals and refereed conference proceedings, and she has been awarded external funding in a total amount exceeding 56 million dollars. She is currently working with leading industrial companies and government agencies on new innovative technology in the areas of blockchains, cybersecurity, and big data analytics with applications to electronic commerce, climate change, and digital healthcare. Dr. Yesha is a fellow of the IBM Centre for Advanced Studies.
